The Municipal District of Taber provides Water & Sewer Services in all three of the Hamlets of Grassy Lake, Hays and Enchant.  The information provided relates to making application for and the cost of Water & Sewer Services.  In addition the Municipal District of Taber provides Garbage Collection in the Hamlet of Grassy Lake and Waste Transfer Station/Landfill Services.

 

Water & Sewer Services

 

Connection Guidelines

Water and Sewer Services are provided in the Hamlet of Grassy Lake, the Hamlet of Enchant and the Hamlet of Hays.  Application for services must be made to the Municipal District of Taber or it's agent accompanied by full payment for the applicable charges.  The Municipal District of Taber will provide water and sewer services provided that:

 

a. The premises to be serviced by water or sewer service provided to consumers within Hamlet boundaries only except by agreement with the Municipality,

b. The premises to be serviced conforms to the Municipality’s bylaws,

c. The Municipality is responsible for water and sewer service provision to the property line of the consumer only,

d. The supply of water shall be subject to the terms and conditions of this bylaw, and

e. No warranty given or implied pertaining to the quantity of water to be supplied.

 

The consumer shall be responsible for, and shall pay to the municipality, the full costs to repair any damage to a water meter or remote reading device that results from other than normal wear and tear. 

 

No connection may be made to the water service line between the property line and the meter.

 

An authorized employee shall have the right of access at any reasonable time, and upon reasonable notice, to every serviced premises for the purpose of inspecting, maintaining and or repairing the water system; this shall include, but not limited to:

 

a. Installing, servicing or sealing a water meter,

b. Shutting off and sealing a water line for non-payment.

 

No person shall in any manner obstruct the free access to any hydrant or valve or manhole, additionally; no person shall interfere in any manner with any hydrant or valve or manhole.

Payment Penalties

The accounts are due and payable when the statements are prepared and mailed, with payments made at the M.D. office or their agent’s office and failure to receive a statement will in no way relieve a customer of his obligation to pay the amount due.

 

In the event a water and sewer bill remains unpaid for a period of thirty (30) days after the statement is prepared and mailed, the Municipal District or its agent shall cause a written notice to be served on the delinquent consumer advising that the water and sewer service will be shut off within forty-eight (48) hours of a specified date unless payment is made in full or suitable arrangements acceptable to the Municipal District or its agent are made to satisfy the debt.

 

Unpaid charges after 90 days may be applied to the property tax roll of the affected property.

 

If after forty-eight (48) hours the account remains unpaid, the Municipality or its agent shall order that the services be shut off unless he considers there to be extenuating circumstances and he may refer the matter to the Municipal District of Taber Council for a decision.

 

In the event a water and sewer service has been shut off by reason of non-payment, a reconnection fee and all arrears shall be payable in advance of the turning on of the services.

 

In the event a water and sewer service has been shut off upon the request of a consumer, a reconnection fee will be charged and shall be payable in advance of the turning on of the services.

Garbage Collection

(Only applies to the Hamlet of Grassy Lake)

 

Collection Guidelines

Household refuse shall be bagged or contained in a reasonable manner to facilitate pick up and shall not contain the following materials:

 

  • Liquid wastes
  • Chemical containers
  • Animal carcasses
  • Loose wire
  • Burning wastes
  • Hazardous wastes

 

To avoid creation of a nuisance from animals bags should be contained in a sturdy refuse container prior to pickup. Garbage spread from bags, which are not contained properly, is the responsibility of the property owner/occupant to clean up.

 

Businesses receiving commercial pickup from the MD of Taber must provide a suitable container, at their expense, which prevents garbage from being spread or blown around. Garbage which is not contained properly is the responsibility of the business to clean up.

 

Monthly pick up charges will be applied to all properties within the Hamlet, with no option for use of the service.

 

Where refuse is to be collected from premises situated on land abutting a lane and there is space on the land next to the lane, the owner or occupants of the said premises shall place and keep the refuse receptacles at the edge of or near the lane or elsewhere satisfactory to the MD of Taber.

 

Excess Refuse

Refuse in excess of that allowed under the base rate charges listed below will be collected providing you attach a tag to the bag.

 

Tags are available at the Chin Coullee Gas Co-op in Grassy Lake as well as the M.D. of Taber main office.

 

Any garbage in excess of the limits listed below without a visible tag will not be collected and will be marked to notify the user.

Transfer Station & Landfill Services

Wednesday 1:00 p.m. to 4:00 p.m.

Saturday 10:00 a.m. to 4:00 p.m.

Rates:

M.D. of Taber Residents

There is no direct charge for M.D. of Taber residents for disposal of household or farmyard waste materials at the site.

M.D. of Taber Residents

There is no direct charge for M.D. of Taber residents for disposal of basic household or farmyard waste materials at the site. Disposal of items other than basic household or farmyard waste will be at your expense.

 

Residents need to provide their name, legal land location and type of waste at the scale house.

Hays Waste Transfer Station Location from Hays: One & a half miles north on highway 875

 

All garbage materials must be separated prior to dumping in the appropriately marked location

Monday & Wednesday & Saturday 10:00 a.m. to 4:00 p.m.

There is no charge for the disposal of waste at the Hays, Grassy Lake and Enchant transfer stations / landfills for MD of Taber residents.

 

• Sites have a burning pit for wood

• Household wastes go into transfer station

• Tires to be placed in tire storage areas

• Metals to be placed in metal recycling areas

• Chemical containers to be placed in chemical container areas – plastics and cardboard products in transfer station

• No contaminated soil or other contaminated wastes accepted

• No oil or oilfield sludge accepted

• Concrete to be stockpiled for recycling purposes and reduced to a maximum size of 18” x 24” with a maximum thickness of 12”
